Today is the day the UK plug-in solar story moved from "coming soon" to "coming within weeks." The Department for Energy Security and Net Zero (DESNZ) has published its response to the June 2026 consultation, confirming it will proceed with the regulatory changes needed to allow plug-in solar panels to be sold legally in UK shops and plugged into standard household sockets.

Here's what was decided, what genuinely surprised us, and what it means if you're thinking about buying.


The Headline: The Government Is Proceeding — With Refinements

Having received 466 responses to the consultation, the government has confirmed it will proceed with both proposed changes:

Support was overwhelming: 88% of respondents agreed with using a standard UK plug, and 86% backed the mandatory product requirements. The government has stated it will publish consumer guidance alongside the legislation and "move at pace" on implementation.

Shops within weeks is now a realistic expectation — not months.


The Biggest Surprise: You May Eventually Be Able to Use Two Systems

This is the detail most coverage will miss. One of the most significant decisions in the response concerns the one-device limit.

The original consultation proposed allowing only one plug-in solar device per household. The government has confirmed that the long-term intention is to allow one device per separately protected electrical circuit — meaning a home with separate upstairs and downstairs circuits could eventually run two systems, potentially placing one panel to catch morning sun and another for afternoon light.

However this flexibility won't be available immediately. Existing electricity network rules currently only accommodate one device per household, so those rules will need updating before homes can install more than one. The per-circuit allowance is the destination; one per household is where we start.


Key Safety Decisions

The government confirmed several additional safety requirements that weren't in the original draft:

RCD testing requirement — manufacturers must help customers identify and test the RCD (residual current device) in their consumer unit. Customers will be instructed to press the test button on their RCD and contact a qualified electrician if it doesn't work or if they're unsure whether their wiring is suitable. This is a sensible addition — older homes with Type AC RCDs may need upgrading before a plug-in solar kit can be safely used.

Fire safety requirements — there will be requirements covering the materials used on the back of solar panels and the types of buildings and surfaces on which they can be installed. Higher-risk buildings, such as high-rise residential blocks, are expected to face tighter restrictions. This follows research published in February 2026 that found panels on balconies can create semi-enclosed spaces that trap heat during a fire.

Cable routing — manufacturers must provide a safe way of routing the cable from an outdoor panel to an indoor socket. Extension leads will not be allowed. This is an important practical point — you'll need either an outdoor weatherproof socket or a specifically designed cable entry point.

No mandatory professional installation — the government has decided against compulsory inspections or third-party certification for standard installations. Approved 800W systems can be self-installed by plugging into a suitable socket once certified kits are available. What's Not Included — Yet

Two significant omissions are worth flagging:

No battery storage. The regulations cover panels and microinverters connected directly to a mains socket — without batteries. Battery-based systems raise additional safety questions that still need to be examined. No date has been given for when battery-integrated plug-in systems will be considered. If you want battery storage now, you'll still need a hardwired installation by a qualified electrician.

No automatic renter protections. The response is silent on renter rights specifically — there's no automatic right to install for tenants, just guidance that renters and leaseholders should obtain permission from their landlord or freeholder before installing. How to Know If a Kit Is Approved

Once the legislation comes into force, identifying a compliant kit is straightforward:

This gives buyers a clear, simple way to check whether a system is genuinely approved rather than relying on claims in an online listing. Any kit that can't point to its ENA Type Test Register entry should be treated with caution.


What Happens Next and When

The government has committed to moving "at pace" but has not given a specific in-force date for the legislation. Here's the realistic sequence:

  1. Now — government response published; PSSR amendment and final IPS being prepared
  2. Weeks — legislation laid before Parliament; final consumer guidance published alongside it
  3. After legislation passes — manufacturers certify their products against the IPS and register them on the ENA Type Test Register
  4. Once certified kits exist — retailers including Amazon, Lidl, B&Q and Currys can stock and sell them as self-install products
  5. Late 2026 — widespread retail availability; realistic window for mainstream consumer purchases
  6. March 2027 — 0% VAT on solar products expires, reverting to 5%. A £449 kit would cost approximately £471 after this date

The VAT point is worth keeping in mind — there is a meaningful financial incentive to buy before March 2027 rather than after.


The Practical Checklist for When Kits Go on Sale

When certified kits do appear in shops, here's what to check before buying:

Before You Buy — Check Your Location First
